A new program aimed at improving the health of imperiled
\nsalt lakes across the American West is moving forward, thanks to legislation
\npassed by Congress this week.<\/p>\n

Saline lakes are vitally important for migratory birds, but
\nmuch of this habitat is disappearing, including Utah’s Great Salt Lake and
\nOregon’s Lake Abert.<\/p>\n

El
\nlegislaci\u00f3n<\/a> would direct agencies including the U.S. Geological Survey
\nand U.S. Fish and Wildlife Service to work with local land managers, academics
\nand nonprofits to monitor salt lakes. The rapidly drying Great Salt Lake has
\ngarnered headlines recently because of shrinking wildlife habitat and the
\nthreat of airborne heavy metals like arsenic in the exposed lakebed. Southern
\nOregon\u2019s lesser-known Lake Abert<\/a> also provides a unique refuge for birds
\nduring their migration to South America.<\/p>\n

“We\u2019ve got some scientists who\u2019ve said that it\u2019s second
\nonly in importance for shorebirds to Great Salt Lake,” said Marcelle
\nShoop, the director of the Audubon Society\u2019s saline lakes program. “That\u2019s
\npretty important when you look at the size of Great Salt Lake and how many
\nbirds it supports, thinking of the importance of Lake Abert for shorebirds in
\nthat context.”<\/p>\n

The Oregon-California border is also home to Goose Lake,
\nanother ephemeral saline lake.<\/p>\n

If signed into law by President Biden, the legislation would
\nestablish a program to monitor the hydrology and stressors on saline lake
\necosystems in Great Basin states. According to Shoop, it would provide a
\n“scientific foundation” needed to better manage and conserve these
\nhabitats.<\/p>\n

The bipartisan legislation authorizes $5 million per year
\nfor the next five years towards this goal. It was cosponsored by Sen. Jeff
\nMerkley, D-Ore., Rep. Jared Huffman, D-Ca., Sen. Mitt Romney, R-Utah, and Rep.
\nBlake Moore, R-Utah.<\/p>\n

“Public waters like the Great Basin saline lakes are
\nvital for the futures of wildlife and the communities whose livelihoods depend
\non them. How we manage them, especially in the face of climate change and
\nsevere drought, should be led by science,” Rep. Huffman wrote in a release
\nafter the legislation\u2019s passage this week in the Senate.<\/p>\n

Tools to measure and gauge water in Lake Abert and its
\nsource, the Chewaucan River, have been absent for years, according to Shoop.
\nStill, the legislation stipulates that the saline lakes program won\u2019t affect
\ninterstate water compacts or valid water rights in the Great Basin. She says
\ncollecting this information will hopefully enable better decision making by water
\nrights agencies and water rights holders while benefiting these unique
\nhabitats.<\/p>\n<\/p>\n

“Each one of these saline lake ecosystems is really
\nvery important in and of itself,” she said. “But as a network or
\necological web of habitats, it\u2019s essentially irreplicable when it comes to
