El plan de FWS propone utilizar el \u00c1rea de planificaci\u00f3n primaria de Willamette Valley Oak and Prairie Cooperative para su \u00e1rea de estudio de conservaci\u00f3n, que incluye el h\u00e1bitat de 10 especies enumeradas en la Ley de especies en peligro de extinci\u00f3n, dos especies candidatas y muchas otras especies de plantas y animales de inter\u00e9s. El plan de protecci\u00f3n de la tierra establecer\u00eda las bases para el \u00c1rea de Conservaci\u00f3n del Valle de Willamette.
