Jeff Merkley<br \/>\nand Hacienda CDC CEO Ernesto Fonseca and other local leaders to meet with<br \/>\nresidents at Rockwood Village, an affordable housing community that opened in<br \/>\nfall 2021 and serves 224 households. Director Bell also shared progress on the<br \/>\nstatewide housing plan, which was developed in 2019 to expand the supply of<br \/>\naffordable housing in communities across Oregon.&nbsp;&nbsp;&nbsp;<\/p>\n<p>\u201cCada oregoniano<br \/>\nshould have access to a decent home in a decent community, but far too many<br \/>\npeople across the state are struggling to find housing that is affordable and<br \/>\nstable,\u201d said Sen. Merkley. \u201cRockwood Village is proof that community partners<br \/>\nare essential to ensuring we are building housing in the locations that need it<br \/>\nmost, and we\u2019re providing culturally informed services and resources that match<br \/>\ncommunity needs. I\u2019ll continue fighting to get every federal housing dollar I<br \/>\ncan into our state so communities like this can be replicated statewide.\u201d&nbsp;<\/p>\n<p>After extensive<br \/>\nlistening sessions&nbsp;in rural, urban and suburban communities across the<br \/>\nstate, the agency launched a five-year statewide housing plan which outlined<br \/>\nambitious goals. It was the first time that the state had created a strategic,<br \/>\nstatewide plan for addressing the housing shortage.&nbsp;&nbsp;&nbsp;<\/p>\n<p>\u201cWhen we created the<br \/>\nstatewide housing plan, we were given an opportunity to rethink how we deliver<br \/>\nservices, identify inequities in our systems, and center the voices of those<br \/>\nthat were intentionally left out. OHCS continues to make steady progress on the<br \/>\nstatewide housing plan,\u201d said OHCS Director Andrea Bell. \u201cWe recognize that the<br \/>\nplan was written prior to a global pandemic. Out of necessity, we have<br \/>\ncontinually pivoted and reprioritized, while keeping ourselves accountable to<br \/>\nthe plan. We put forward the largest budget request in the agency\u2019s history for<br \/>\nthe 2023-2025 budget year: $775 million.\u201d&nbsp;&nbsp;<\/p>\n<p>Following are<br \/>\nhighlights from progress made on the statewide housing plan. OHCS:&nbsp;<\/p>\n<ul style=\"margin-top:0in\">\n<li>Set a goal of increasing funding for<br \/>\n     housing in rural Oregon by 75%.&nbsp;With more than a year to go, OHCS has<br \/>\n     surpassed its goal by funding 3,612 affordable rental homes in rural<br \/>\n     areas, a 148% increase from the previous five-year period from 2014-2019.&nbsp;&nbsp;<\/li>\n<li>Set a goal of funding 1,000 new<br \/>\n     permanent supportive homes.&nbsp;In 2022, the state exceeded that goal by<br \/>\n     funding more than 1,200 new permanent supportive homes.&nbsp;This type of<br \/>\n     affordable housing&nbsp;connects people experiencing chronic homelessness with<br \/>\n     additional support services to help them stay stably housed.&nbsp;&nbsp;<\/li>\n<li>Set a goal of increasing the existing<br \/>\n     pipeline of affordable rental housing by&nbsp;25,000 homes. In 2022, OHCS<br \/>\n     has increased the pipeline by&nbsp;nearly 21,000 homes,&nbsp;82% of the<br \/>\n     way to meeting the goal.&nbsp;&nbsp;&nbsp;<\/li>\n<\/ul>\n<p>&quot;Este<br \/>\nprogress&nbsp;represents the collective efforts of our federal delegation, the<br \/>\nGovernor, the Oregon State Legislature, community partners, Tribal Nations,<br \/>\nfederal, state and local agencies, developers, local businesses, and local<br \/>\ncommunities\u2014to ensure quality and affordable housing is available to everyone<br \/>\nin our state,\u201d said Bell. \u201cBut we also recognize the demand for affordable<br \/>\nhousing options far outweighs supply. This progress shows that having a plan in<br \/>\nplace, with the right partners at the table, and being accountable to<br \/>\nOregonians, ensures we can continue to deliver.\u201d&nbsp;&nbsp;<\/p>\n<p>Leaders present<br \/>\ntoday remarked on the urgency to keep the momentum going and the need to<br \/>\ncontinue to introduce innovative partnerships and solutions to build quality,<br \/>\naffordable housing in every corner of the state. Speakers noted that many<br \/>\nmembers of the community are still struggling to get by, but redoubled their<br \/>\ncollective commitment to&nbsp;continuing to be relentless in ensuring every<br \/>\nOregonian has a safe, affordable and stable place to call home.&nbsp;&nbsp;<\/p>\n<p>\u201cWe know the<br \/>\nimportance of safe and stable affordable homes for our community members.<br \/>\nRockwood Village is the latest example of our work to not just build apartments<br \/>\nto live in, but to create a community where people feel connected and can<br \/>\nthrive,\u201d said Hacienda CEO Ernesto Fonseca.&nbsp;<\/p>\n<\/p>\n<p>OHCS will begin<br \/>\nworking closely with stakeholders, with significant community input, over the<br \/>\nnext year to develop a revised five-year statewide housing plan that reflects<br \/>\nthe current landscape and addresses the most pressing housing issues facing the<br \/>\nestado.&nbsp;&nbsp;<\/p>","protected":false},"excerpt":{"rendered":"<p>Oregon Housing and Community Services (OHCS) Director Andrea Bell joined U.S. Sen.
