Regan along with<br \/>\nOregon Gov. Kate Brown, Oregon Senators Ron Wyden and Jeff Merkley, discussed<br \/>\nhow funding from proposed legislation would significantly address the many<br \/>\ninequities Black, Indigenous and communities of color face because of climate<br \/>\nchange.<\/p>\n<p>After more than a<br \/>\nyear of negotiations on a federal level,&nbsp;<a href=\"https:\/\/www.npr.org\/2022\/08\/07\/1116190180\/democrats-are-set-to-pass-a-major-climate-health-and-tax-bill-heres-whats-in-it\">Senado<br \/>\nDemocrats passed a bill Sunday<\/a>&nbsp;they say would make landmark<br \/>\ninvestments in clean energy and protect communities from the worst effects of<br \/>\nclimate change. The legislation, which began as President Biden\u2019s Build Back<br \/>\nBetter initiative, passed on a party-line vote with no Republican support. The<br \/>\nHouse of Representatives is scheduled to vote on the legislation as early as<br \/>\nViernes.<\/p>\n<p>The proposed<br \/>\nlegislation would invest $369 billion in clean energy and climate action<br \/>\nreform. Senator Wyden called it \u201c<a href=\"https:\/\/www.npr.org\/2022\/08\/07\/1116190180\/democrats-are-set-to-pass-a-major-climate-health-and-tax-bill-heres-whats-in-it\">el<br \/>\nbiggest climate investment in the country\u2019s history<\/a>.\u201d<\/p>\n<p>Brown said some of<br \/>\nthe investments and initiatives presented in the bill are already underway in<br \/>\nOregon. She said more funding is needed to create more programs and community<br \/>\ninitiatives like Mudbone Grown Farm, a Black-owned community-based farm in<br \/>\nGresham the lawmakers toured Wednesday.<\/p>\n<p>\u201cI think we lead for<br \/>\na number of reasons, but excited about the collaborative efforts that<br \/>\ncommunity-based organizations are using, along with state and local government<br \/>\nand the sense of urgency that we all have to tackle climate justice issues,\u201d<br \/>\nshe said.<\/p>\n<p>The Inflation<br \/>\nReduction Act includes $60 billion for clean and renewable energy<br \/>\ninfrastructure like solar panels, wind turbines and tax credits for purchasing<br \/>\nelectric vehicles. The bill pledges $27 billion for a greenhouse gas reduction<br \/>\nfund, also known as a \u2018green bank,\u2019 to help fund more clean energy and<br \/>\nsustainable projects, like Mudbone Grown.<\/p>\n<p>Shantae Johnson,<br \/>\nco-owner of Mudbone Grown, said the creation of a green bank would make it<br \/>\neasier for farmers like her to apply for public money rather than applying for<br \/>\nprivate funds. She said green banks would also help smaller farmers get started<br \/>\nand maintain their business instead of being priced out.<\/p>\n<p>\u201cIt takes a lot of<br \/>\nmoney,\u201d she said. \u201cFarming is very expensive, and I think that a lot of people<br \/>\ndon\u2019t understand what the true cost of farming is \u2026 so it\u2019s really important<br \/>\nthat we invest in our local farmers at farmer\u2019s markets and through local<br \/>\nstreams.\u201d<\/p>\n<p>EPA\u2019s Regan said the<br \/>\nproposed bill would also expand investments in clean energy.<\/p>\n<p>\u201cWhen you look at<br \/>\nnew investments in energy generation in this country over the past year, 80%<br \/>\nwas in clean energy, renewable energy, and battery storage,\u201d Regan said. \u201cWe<br \/>\nare encouraging the market, we\u2019re embracing the market. At the same time, we<br \/>\nare ensuring that we don\u2019t leave any communities behind.\u201d<\/p>\n<p>The group also<br \/>\ndiscussed how heat waves are affecting residents, particularly those living on<br \/>\nheat islands. Heat islands are places surrounded by freeways, parking lots,<br \/>\nindustrial buildings or concrete areas that absorb the heat and radiate it.<br \/>\nThey are also areas that have little to no tree canopy to provide shade and<br \/>\nrelief from the heat.<\/p>\n<p>Under the current<br \/>\nproposal, the Inflation Reduction Act would invest $1.5 billion for tree<br \/>\nplanting to cool heat islands. Last year, nearly 100 people died in Oregon<br \/>\nafter an excessive heatwave,<a href=\"https:\/\/www.opb.org\/article\/2022\/06\/27\/portland-remembers-people-died-heat-dome-one-year-ago\/\">&nbsp;42<br \/>\nof those deaths happened in heat islands<\/a>. Many of the people who died were<br \/>\nalso found alone in their homes with no air conditioning units.<\/p>\n<p>John Wasiutynski,<br \/>\nMultnomah County\u2019s director of the Office of Sustainability, said his team<br \/>\nworked with Portland State University to survey the temperature difference in<br \/>\ndowntown Rockwood during last year\u2019s heatwave.<\/p>\n<p>\u201cDowntown Rockwood<br \/>\nis extremely hot,\u201d he said. \u201cSo people walking to the MAX station, people<br \/>\naccessing our cooling center, going for shopping, are going to be experiencing<br \/>\nhotter temperatures than the actual reading at Portland International Airport,\u201d<br \/>\n\u00e9l dijo.<\/p>\n<p>The team also<br \/>\nsurveyed the landscape architecture in Rockwood and found that there is only 8%<br \/>\nof tree canopy cover in the neighborhood. Wasiutynski said his team has planted<br \/>\n400 trees in the area and has applied for funding to plant more.<\/p>\n<p>\u201cWe know that the<br \/>\nbest time to plant the tree was 30 years ago,\u201d he said. \u201cThe second best time<br \/>\nto plant the tree is today.\u201d<\/p>\n<p>For the past three<br \/>\nyears, Oregon has seen a significant increase in climate change fueled weather<br \/>\nevents because of the continued burning of fossil fuels. From devastating<br \/>\nwildfires&nbsp;<a href=\"https:\/\/www.opb.org\/article\/2022\/08\/05\/oregon-wildfire-prevention-map-risk-forest-fire-insurance\/\">burning<br \/>\nmore than one million acres<\/a>&nbsp;a&nbsp;<a href=\"https:\/\/www.opb.org\/article\/2021\/02\/14\/northwest-storm-leaves-hundreds-of-thousands-without-power\/\">snowstorms<br \/>\ncutting off power to hundreds of thousands<\/a>&nbsp;of residents to&nbsp;<a href=\"https:\/\/www.opb.org\/article\/2022\/06\/27\/portland-remembers-people-died-heat-dome-one-year-ago\/\">extreme<br \/>\nheat killing nearly 100 people<\/a>&nbsp;last year.<\/p>\n<\/p>\n<p>The extreme heat<br \/>\nconditions have also led to less snowpack in the Cascades, contributing to some<br \/>\nparts of the state experiencing extreme drought conditions that have<br \/>\nexasperated water resources for farmers and residents.
