\nMerkley\u00a0<\/a>(D-Ore.) and\u00a0Sheldon Whitehouse\u00a0<\/a>(D-R.I.)
\non Monday called on President\u00a0Biden\u00a0<\/a>to
\nuse “the full powers of the executive branch” on climate, following
\nSen.\u00a0Joe Manchin’s\u00a0<\/a>(D-W.Va.)
\ndeclaration that he would not back climate spending in a reconciliation
\nbill.\u00a0<\/p>\n

Speaking to reporters at the Capitol on Monday, Merkley
\ncalled on Biden to explore options ranging from declaring a national emergency
\non climate to continued use of the Defense Production Act.<\/p>\n

He also called for “an end to greenlighting new fossil
\nfuel projects and a beginning to greenlighting every possible renewable energy
\nproject, from manufacturing solar panels to the deployment of renewable energy
\nto energy conservation.”\u00a0<\/p>\n

The senators remarks came as the White House is actively
\nconsidering a national emergency declaration on climate change after
\nnegotiations failed. A source\u00a0told
\nThe Hill\u00a0<\/a>the announcement could come as soon as Wednesday.<\/p>\n

Whitehouse told reporters that among climate hawks in
\nCongress who are ready for “really broad, robust, rapid executive
\naction,” there is a sense of “relief” that the ball is in the
\npresident’s court on the issue. The Rhode Island senator, a onetime state
\nattorney general, also called on the executive branch to lend the Justice
\nDepartment\u2019s backing to existing litigation against major oil companies.<\/p>\n

\u00a0“If I were advising the president, I\u2019d advise him
\nto make specific reference to the tobacco litigation for fraud \u2026 that the DOJ
\nwon, in a thumping victory,” Whitehouse said. “And that seems to me
\nto be a pretty good model for at least investigating whether such a case could
\nbe brought against the decades of misrepresentation by the fossil fuel
\nindustry, and its armada of prominent front groups.”\u00a0<\/p>\n

Whitehouse also offered a blunt assessment of White House
\nclimate adviser\u00a0Gina
\nMcCarthy,<\/a>\u00a0saying that while she had not been “unleashed” in
\nher executive capacity yet, “you\u2019re looking at a record of rebooting the
\nObama social cost of carbon but neither raising it nor expanding it; getting
\nonly one carbon regulation done, and not a particularly strong one at that;
\nhaving no visible international conversation about carbon pricing or carbon
\ntariffs; have been a lot of regulations from other agencies bottled up in [the
\nOffice of Management and Budget]; failing to marshal the bully
\npulpit.”\u00a0<\/p>\n

Whitehouse and Merkley both called on Biden to approach the
\nclimate crisis in a manner akin to World War II, with Whitehouse calling on the
\npresident to “pick your Eisenhower” to lead executive climate
\naction.\u00a0<\/p>\n<\/p>\n

When the White House charts a clear path on executive
\nclimate action, Merkley added, “there\u2019s going to be a cheer that you\u2019ll be
\nable to hear a mile down Pennsylvania Avenue, as people have been preparing for
