{"id":21207,"date":"2025-01-17T12:30:17","date_gmt":"2025-01-17T17:30:17","guid":{"rendered":"https:\/\/www.merkley.senate.gov\/?p=21207"},"modified":"2025-01-17T12:30:21","modified_gmt":"2025-01-17T17:30:21","slug":"merkley-wyden-announce-50-million-to-support-drought-resilience-in-the-klamath-basin","status":"publish","type":"post","link":"https:\/\/www.merkley.senate.gov\/es\/merkley-wyden-announce-50-million-to-support-drought-resilience-in-the-klamath-basin\/","title":{"rendered":"Merkley, Wyden Announce $50 Million to Support Drought Resilience in the Klamath Basin"},"content":{"rendered":"<p>Washington, D.C. \u2013 Oregon\u2019s U.S. Senators Jeff Merkley and Ron Wyden announced today that a&nbsp;$50 million&nbsp;federal investment from the&nbsp;<em>Ley de Reducci\u00f3n de la Inflaci\u00f3n<\/em>is headed to the Klamath Basin to largely fund&nbsp;a new agreement that supports irrigators facing prolonged drought conditions.<\/p>\n\n\n\n<p>The programs receiving funding today will support the region\u2019s farmers and ranchers under a new Memorandum of Understanding (MOU) between the Bureau of Reclamation and the Klamath Water Users Association (KWUA), as well as the Klamath Project Drought Response Agency (KPDRA)\u2014which was created by Merkley. The agreement cements a shared commitment between the groups to work together to improve water supply&nbsp;and&nbsp;reliability for the Klamath Project.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cLong-term drought has severe&nbsp;impacts on all communities who call the Klamath Basin home as it harms everything from ecosystems to the economy and everyday life,\u201d&nbsp;<strong>dijo Merkley.<\/strong>&nbsp;\u201cContinued direct federal investments like this&nbsp;to support drought resiliency efforts and strengthen water supply and&nbsp;reliability in the Basin are essential to make the unique region\u2019s water go farther for families, farmers, ranchers,&nbsp;Tribes, fish, and&nbsp;vital&nbsp;ecosystems.\u201d<\/p>\n\n\n\n<p>\u201cCombating drought in the&nbsp;Klamath&nbsp;Basin demands action matched with significant federal investment to provide real assistance to the Oregonians living and working there,\u201d&nbsp;<strong>dijo Wyden.<\/strong>&nbsp;\u201cThis $50 million investment from legislation I worked to pass means robust help now for the Basin\u2019s water users, and I\u2019ll keep battling for all possible additional funds that continue to support their short-term recovery and long-term resilience.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Of the $50 million investment announced today from the Bureau of Reclamation, $43 million will directly go toward drought response efforts by the&nbsp;KWUA, KPDRA, and Reclamation:<\/p>\n\n\n\n<ul class=\"wp-block-list\" start=\"1\">\n<li><strong>$25 million for multi-year demand management and modified practices programs<\/strong>, which include:\n<ul class=\"wp-block-list\">\n<li><em>Multi-Year Contracts:<\/em>\u00a0Using funding, KPDRA\u00a0would enter into three, four, or five-year contracts with producers, under which the producer would commit to not irrigate a portion of their acres. Payments will be determined per acre with an additional payment for beneficial add-ons such as cover crops or wildlife-friendly practices.<\/li>\n\n\n\n<li><em>Innovative Practices:<\/em>\u00a0Using funding, the KPDRA would incentivize practices such as fall grain planting in lieu of spring.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>$10 million for permanent demand reduction programs<\/strong>\u00a0to voluntarily retire irrigation water use. Reclamation will give preference to areas not in commercial production, like turf replacement on football and soccer fields.<\/li>\n\n\n\n<li><strong>$8 million for wildlife benefit programs.<\/strong>\u00a0These will follow the arrangement as KPDRA\u2019s contracts with Reclamation in 2018 and 2020, where the KPDRA receives per-acre-foot payment based on approved arrangements by which districts provide water for fish and wildlife uses.\u00a0<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>Additionally, Reclamation will use $7 million to benefit fish species by planning and implementing projects at Keno and Link River Dams.<\/p>\n\n\n\n<ul class=\"wp-block-list\" start=\"2\"><\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThis funding will be of great benefit to agricultural communities and the environment,\u201d&nbsp;<strong>said KWUA Executive Director Paul Simmons.<\/strong>&nbsp; \u201cWe thank Commissioner Touton and her team for wrapping up this effort and providing tools as we continue our work toward a more stable future. We are also grateful for the support that Senators Merkley and Wyden communicated to the Administration.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Merkley and Wyden have long been champions for all Klamath Basin communities. While serving as Chairman of the Senate Interior Appropriations Subcommittee, Merkley secured a&nbsp;historic $162 million over&nbsp;five years&nbsp;through the&nbsp;<em>Ley de Infraestructura Bipartidista<\/em>&nbsp;specifically dedicated to restoring ecosystems and enhancing drought resiliency in the Basin. Merkley and&nbsp;Wyden announced several major investments last year alone, including&nbsp;<a href=\"https:\/\/www.merkley.senate.gov\/es\/merkley-wyden-announce-46-million-to-boost-the-klamath-basin\/\">$46 million<\/a>&nbsp;to boost ecosystem restoration and enhance water quality and reliability. They also announced&nbsp;<a href=\"https:\/\/www.merkley.senate.gov\/es\/merkley-wyden-72-million-coming-to-the-klamath-basin-to-boost-ecosystem-restoration-and-support-collaboration-that-drives-water-reliability-solutions\/\">$72 million&nbsp;in new federal funding<\/a>&nbsp;for critical ecosystem restoration projects and agricultural infrastructure modernization, alongside a historic MOU between KWUA and the Klamath Tribes, Yurok Tribe, and Karuk Tribe to collaboratively drive long-term solutions to water challenges in the Klamath Basin.<\/p>\n\n\n\n<p>In the final days of 2024, Merkley and Wyden celebrated the passage of the&nbsp;bipartisan&nbsp;<a href=\"https:\/\/www.merkley.senate.gov\/es\/wyden-merkley-celebrate-passage-of-bipartisan-bill-to-support-farmers-and-ranchers-facing-severe-drought-in-klamath-basin\/\"><em>Klamath Basin Water Agreement Support Act<\/em><\/a>,&nbsp;which was signed into law to further support farmers and ranchers in the Klamath Basin with improved tools to respond to severe drought, while restoring fish and wildlife habitat in the region.<\/p>\n\n\n\n<p class=\"has-text-align-center\">###<\/p>","protected":false},"excerpt":{"rendered":"<p>Washington, D.C. \u2013 Oregon\u2019s U.S. Senators Jeff Merkley and Ron Wyden announced today that a&nbsp;$50 million&nbsp;federal investment from the&nbsp;Inflation Reduction Actis headed to the Klamath Basin to largely fund&nbsp;a new agreement that supports irrigators facing prolonged drought conditions.
