This comes at a critical time after President Trump\u2019s recent executive order\u202f<a href=\"https:\/\/www.npr.org\/2025\/03\/28\/nx-s1-5343474\/trump-collective-bargaining-unions-federal-employees\" target=\"_blank\" rel=\"noreferrer noopener\">ended collective bargaining<\/a>\u202ffor over a million federal workers.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cAs the son of a union mechanic, I know unions\u202fmake a difference in standing up for workers and their families by ensuring they\u202fhave a safe workplace and good pay\u202ffor their work,\u201d <strong>dijo Merkley.<\/strong> \u201cWhile the Trump Administration threatens the rights of America\u2019s public sector workers to organize and receive fair treatment in the workplace, we\u2019re pushing to make sure these workers receive just treatment and fair pay for a hard day\u2019s work.\u201d\u202f&nbsp;<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe right to organize and bargain collectively for better pay and benefits stands out as a hallmark achievement for American unions, and public sector workers deserve the same opportunity to advocate for those rights in Oregon and nationwide,\u201d <strong>dijo Wyden.<\/strong> \u201cThis legislation is especially timely given the latest chapter of Donald Trump\u2019s long history of assaulting worker rights from both the White House and before that from his penthouse.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>El<em>Public Service Freedom to Negotiate Act<\/em>\u202fwould establish baseline federal protections to ensure all public service workers can join a union and negotiate workplace conditions\u2014regardless of state law. Unlike private sector workers, there is currently no federal law protecting the freedom of public sector workers to join a union and collectively bargain for fair wages, benefits, and improved working conditions.&nbsp;<\/p>\n\n\n\n<p>Specifically, this bill would set a minimum nationwide collective bargaining standard for public sector workers, including specifically the ability to&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Join together in a union selected by a majority of employees;\u00a0\u00a0<\/li>\n\n\n\n<li>Collectively bargain over wages, hours and terms and conditions of employment;\u00a0\u00a0<\/li>\n\n\n\n<li>Access dispute resolution mechanisms;\u00a0\u00a0<\/li>\n\n\n\n<li>Use voluntary payroll deduction for union dues;\u00a0\u00a0<\/li>\n\n\n\n<li>Engage in concerted activities related to collective bargaining and mutual aid;\u00a0\u00a0<\/li>\n\n\n\n<li>Have their union be free from requirements to hold rigged recertification elections; and\u00a0\u00a0<\/li>\n\n\n\n<li>File suit in court to enforce their labor rights.\u202f\u00a0\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>Senators Merkley and Wyden also joined Senate Democratic colleagues in <a href=\"https:\/\/www.vanhollen.senate.gov\/news\/press-releases\/van-hollen-leads-senate-democratic-caucus-in-letter-demanding-trump-rescind-illegal-executive-order-threatening-federal-employee-collective-bargaining-agreements\" target=\"_blank\" rel=\"noreferrer noopener\">una carta<\/a> urging President Trump to rescind his recent executive order terminating collective bargaining agreements between public employee unions and dozens of federal agencies, calling the action a sweeping and unjustified intervention that threatens the stability, fairness, and effectiveness of the federal workforce.\u202f&nbsp;<\/p>\n\n\n\n<p>El <em>Public Service Freedom to Negotiate Act<\/em> is led by U.S. Senator Mazie K Hirono (D-HI).
