{"id":24446,"date":"2026-04-22T11:54:59","date_gmt":"2026-04-22T15:54:59","guid":{"rendered":"https:\/\/www.merkley.senate.gov\/?p=24446"},"modified":"2026-04-22T11:55:00","modified_gmt":"2026-04-22T15:55:00","slug":"merkley-remarks-at-fy27-interior-department-budget-hearing-with-secretary-burgum","status":"publish","type":"post","link":"https:\/\/www.merkley.senate.gov\/es\/merkley-remarks-at-fy27-interior-department-budget-hearing-with-secretary-burgum\/","title":{"rendered":"Merkley Remarks at FY27 Interior Department Budget Hearing with Secretary Burgum"},"content":{"rendered":"<p>Washington, D.C. \u2013 Today, Oregon\u2019s U.S. Senator Jeff Merkley\u2014the Ranking Member of the Senate Interior-Environment Appropriations Subcommittee\u2014delivered the following remarks as prepared for delivery at the hearing reviewing the President\u2019s Fiscal Year 2027 budget request for the U.S. Department of the Interior with Secretary Doug Burgum:<\/p>\n\n\n\n<p><strong><u>Senator Merkley\u2019s remarks, as prepared for delivery, are below:<\/u><\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThank you, Chair Murkowski.<\/p>\n\n\n\n<p>\u201cAnd welcome, Secretary Burgum.<\/p>\n\n\n\n<p>\u201cThe Department of the Interior carries a profound responsibility.<\/p>\n\n\n\n<p>\u201cIt is entrusted with: stewarding our nation\u2019s public lands, honoring our commitments to Tribal nations, and safeguarding natural resources for future generations.<\/p>\n\n\n\n<p>\u201cBut today, that mission is being undermined in so many ways.<\/p>\n\n\n\n<p>\u201cLet me start with the rule of law.<\/p>\n\n\n\n<p>\u201cThe Committee has requirements for reorganizations and reprogrammings.<\/p>\n\n\n\n<p>\u201cIn our most recent bill passed in January, we added a requirement to provide \u2018advance notification.\u2019<\/p>\n\n\n\n<p>\u201cThat requirement is not optional.<\/p>\n\n\n\n<p>\u201cYet, we only learned about the merger of the offshore wind regulatory and permitting agencies through the news.<\/p>\n\n\n\n<p>\u201cThis is not a policy disagreement \u2013 this is disregard for the rule of law.<\/p>\n\n\n\n<p>\u201cWe also require congressional approval for reorganizations and reprogrammings, and decades of Republican and Democratic administrations followed that requirement.<\/p>\n\n\n\n<p>\u201cYour department\u2019s refusal to cooperate with this Committee\u2019s oversight role is unacceptable.<\/p>\n\n\n\n<p>\u201cYou have given us reason for distrust.<\/p>\n\n\n\n<p>\u201cWe recently learned that the Department of Justice is paying TotalEnergies $1 billion to cancel projects that would have produced much needed cheaper, cleaner power.<\/p>\n\n\n\n<p>\u201cAnd in return you are asking Total to export more natural gas abroad, to our competitors. Think about that.<\/p>\n\n\n\n<p>\u201cYou are using taxpayer dollars to pay for-profit companies not to produce clean energy and in return asking them to increase gas prices for households here in America!<\/p>\n\n\n\n<p>\u201cAt a time when communities are seeing their utility bills climb, we should be investing in clean energy and innovation, not paying for-profit companies to double-down on dirty fossil fuels.<\/p>\n\n\n\n<p>\u201cWe were told that this administration is rooting out waste, fraud, and abuse.<\/p>\n\n\n\n<p>\u201cBut when taxpayer dollars are being used to pay off industry and make our air dirtier, that scrutiny seems to disappear.<\/p>\n\n\n\n<p>\u201cWhere is DOGE now?<\/p>\n\n\n\n<p>\u201cInterior\u2019s actions are rolling out the red carpet for oil and gas projects, yet the Interior Department has actually made it policy to hold renewable energy to a higher standard than polluting oil and gas projects.<\/p>\n\n\n\n<p>\u201cAnd Interior review is really just code for mothballing projects until the developers lose interest, or run out of money.<\/p>\n\n\n\n<p>\u201cThe President has even openly said that he does not want to see more wind turbines built. And your Department falls over itself to carry out his fixation against wind turbines even if that means higher rates for Americans and losing global competitiveness in clean energy development.<\/p>\n\n\n\n<p>\u201cYour budget proposes to eliminate all funding for renewable energy permitting and research.<\/p>\n\n\n\n<p>\u201cNothing is sacred to this administration.<\/p>\n\n\n\n<p>\u201cThat is laid bare when we look at funding for Tribal programs.<\/p>\n\n\n\n<p>\u201cThe proposed budget cuts core Tribal programs by one-third.<\/p>\n\n\n\n<p>\u201cThat\u2019s $1.5 billion ripped from Tribal governments and Tribal schools for: road repair, agriculture, firefighting, job training, and more.<\/p>\n\n\n\n<p>\u201cFor Tribal school construction alone, the budget proposes an 85 percent cut\u2014reducing it to just $35 million across Indian Country.<\/p>\n\n\n\n<p>\u201cMany of these schools are more than 100 years old\u2014much older than most non-tribal schools in the country\u2014and far less likely to have received the upgrades and investments students deserve.<\/p>\n\n\n\n<p>\u201cAnd what\u2019s especially troubling is that this isn\u2019t new.<\/p>\n\n\n\n<p>\u201cThe administration made a very similar proposal last year\u2014and it was met with loud opposition by Tribal leaders and in Congress.<\/p>\n\n\n\n<p>\u201cBringing it back again says this is not an oversight \u2013 it is a choice.<\/p>\n\n\n\n<p>\u201cIt says that this is the administration\u2019s vision for Indian Country.<\/p>\n\n\n\n<p>\u201cThis pattern of reckless cuts extends across the department.<\/p>\n\n\n\n<p>\u201cTake the Fish and Wildlife Service.<\/p>\n\n\n\n<p>\u201cThe budget proposes roughly a 10 percent cut to the National Wildlife Refuge System, places that tens of millions of Americans rely on each year for outdoor recreation, including hunting, fishing, and wildlife viewing.<\/p>\n\n\n\n<p>\u201cThe budget also eliminates funding for multinational species conservation\u2014programs that work with other countries to: combat wildlife trafficking, protect iconic species like elephants and rhinos, and disrupt the terrorist and criminal networks that profit from it.<\/p>\n\n\n\n<p>\u201cSo we are cutting back at home, and ceding our leadership abroad, at the very moment these challenges require cooperation and leadership.<\/p>\n\n\n\n<p>\u201cTurning to the National Park Service, we see the budget request repeating yet more terrible and widely unpopular proposals.<\/p>\n\n\n\n<p>\u201cOn top of the already 2,500 employees who have left under threat, the budget proposes to eliminate another 2,500 positions.<\/p>\n\n\n\n<p>\u201cThat is not a minor adjustment.<\/p>\n\n\n\n<p>\u201cThat is a fundamental hollowing out of the workforce that protects and manages some of our most treasured places.<\/p>\n\n\n\n<p>\u201cOur National Parks are not theme parks that are artificial and solely for entertainment.<\/p>\n\n\n\n<p>\u201cParks require permanent staff to: protect natural and cultural resources, maintain infrastructure, manage wildfire and water systems, conduct scientific research, and plan for the long term in an ever-changing environment.<\/p>\n\n\n\n<p>\u201cWe need trail guides and biologists, fee collectors and full-time maintenance crews.<\/p>\n\n\n\n<p>\u201cBut this administration has shown \u2013 now, two years in a row \u2013 that it wants to unravel the National Park System altogether by cutting hundreds of park treasures out of the system entirely.<\/p>\n\n\n\n<p>\u201cAnd the next step is inevitable \u2013 selling off our public lands to the highest bidder.<\/p>\n\n\n\n<p>\u201cAs Wallace Stegner once said, our national parks are \u2018the best idea we ever had\u2014<\/p>\n\n\n\n<p>absolutely American, absolutely democratic.\u2019<\/p>\n\n\n\n<p>\u201cAs we approach the 250th anniversary of this nation, we should be strengthening that legacy for the next 250 years\u2014not weakening it.<\/p>\n\n\n\n<p>\u201cAnd yet, when we look at the budget before us, we see a very different set of priorities from the administration.<\/p>\n\n\n\n<p>\u201cWe see slush funds and vanity projects and weaponization of longstanding bipartisan programs.<\/p>\n\n\n\n<p>\u201cThe budget proposes $10 billion for a Presidential Capital Stewardship Program\u2014focused only on ego-driven vanity projects in Washington, D.C. Deferred maintenance in the D.C. area has been estimated at roughly $2.7 billion\u2014and even that number is likely lower today given ongoing repairs, like Columbus Circle and other projects already underway.<\/p>\n\n\n\n<p>\u201cSo we are talking about a proposal that is more than three times the identified need in one city.<\/p>\n\n\n\n<p>\u201cAnd there is already another $310 million in carryover Legacy Restoration Fund money that the Park Service tells us is also only for Washington D.C.<\/p>\n\n\n\n<p>\u201cAt the very same time, the budget requests $9.5 billion per year for 5 years to address deferred maintenance and infrastructure needs across the entire country\u2014from national parks, to wildlife refuges, to Tribal schools. Are we fixing every fountain in Washington several times over while the rest of America\u2019s public lands and Tribal schools fall further into disrepair?<\/p>\n\n\n\n<p>\u201cBeyond that, there are no detailed project proposals, for any of these D.C. projects, just slush funds.<\/p>\n\n\n\n<p>\u201cYet what we do know raises the most alarm: the President is hell bent on ego-driven vanity projects.<\/p>\n\n\n\n<p>\u201cHe\u2019s torn down part of the White House\u2026<\/p>\n\n\n\n<p>\u201cHe even renamed a presidential memorial after himself.<\/p>\n\n\n\n<p>\u201cWe don\u2019t have to speculate.<\/p>\n\n\n\n<p>\u201cWe know that this slush fund will be used for more vanity projects and not to caretake our nation\u2019s capitol.<\/p>\n\n\n\n<p>\u201cThe vanity projects are one obsession \u2013 the political retribution is another.<\/p>\n\n\n\n<p>\u201cThe project lists for the Land and Water Conservation Fund put forward last year and this year were concentrated almost entirely in red states.<\/p>\n\n\n\n<p>\u201cThis Committee has worked for years\u2014on a bipartisan basis\u2014to invest in LWCF projects across the country, in red states and blue states alike.<\/p>\n\n\n\n<p>\u201cFrankly, it\u2019s odd to even describe these projects in partisan terms.<\/p>\n\n\n\n<p>\u201cBut that\u2019s exactly what\u2019s happening.<\/p>\n\n\n\n<p>\u201cThe administration is also requesting an extension of the Legacy Restoration Fund to support deferred maintenance on federal lands and in Tribal schools\u2014which I strongly support.<\/p>\n\n\n\n<p>\u201cBut that raises a serious question.<\/p>\n\n\n\n<p>\u201cCan we expect that the administration\u2019s proposed projects will now be distributed based on geography and need\u2014or based on petty politics and retribution?<\/p>\n\n\n\n<p>\u201cAre we going to repair sewer systems only in national parks in red states?<\/p>\n\n\n\n<p>\u201cRepair roads only in national forests in red states?<\/p>\n\n\n\n<p>\u201cRebuild Tribal schools only in red states?<\/p>\n\n\n\n<p>\u201cBecause that is not how these programs have ever worked, and it is not how they should ever work.<\/p>\n\n\n\n<p>\u201cBecause, just last week, the President announced plans to unilaterally construct what he called a \u2018triumphal\u2019 arch on federal parkland here in Washington, D.C.\u2014without consultation, without public process, without the approvals required under law.<\/p>\n\n\n\n<p>\u201cWith planning paid for by taxpayer dollars diverted from a program that funds rural museums and libraries across all states and territories, in a blatant pursuit of his own ego-driven vanity project.<\/p>\n\n\n\n<p>\u201cAll of this reveals the core beliefs of this administration:<\/p>\n\n\n\n<p>\u201cOur public lands are there to be exploited, rather than stewarded.<\/p>\n\n\n\n<p>\u201cOur tax dollars are there for the administration to play with \u2013 even to do the bidding of the oil and gas industry and build monuments to one man\u2019s ego.<\/p>\n\n\n\n<p>\u201cCongressional oversight doesn\u2019t apply.<\/p>\n\n\n\n<p>\u201cAnd that, as we approach our 250th anniversary, is simply unacceptable.<\/p>\n\n\n\n<p>\u201cThe American people deserve better.<\/p>\n\n\n\n<p>\u201cThank you.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"has-text-align-center\">###<\/p>","protected":false},"excerpt":{"rendered":"<p>Washington, D.C. \u2013 Today, Oregon\u2019s U.S. Senator Jeff Merkley\u2014the Ranking Member of the Senate Interior-Environment Appropriations Subcommittee\u2014delivered the following remarks as prepared for delivery at the hearing reviewing the President\u2019s Fiscal Year 2027 budget request for the U.S. Department of the Interior with Secretary Doug Burgum: Senator Merkley\u2019s remarks, as prepared for delivery, are below: [&hellip;]<\/p>\n","protected":false},"author":16,"featured_media":18846,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"inline_featured_image":false,"footnotes":""},"categories":[24],"tags":[105,36,45],"class_list":["post-24446","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-press-releases","tag-appropriations","tag-natural-resources-and-rural-development","tag-tackling-climate-change"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.2 -
