La Ley Proteger a nuestros Ciudadanos de la Extorsi\u00f3n Imprudente de nuestra Deuda y T\u00e1cticas Irresponsables (Proteja nuestro CR\u00c9DITO) de 2018 cambiar\u00eda la forma en que se eleva el techo de la deuda, lo que permitir\u00eda que el poder ejecutivo inicie un proceso para aumentar el techo de la deuda sujeto a una anulaci\u00f3n del Congreso.<\/p>\n<p>La legislaci\u00f3n ayudar\u00eda a prevenir la pol\u00edtica arriesgada como la de los enfrentamientos en 2011 y 2013, cuando algunos en el Congreso amenazaron con obligar a Estados Unidos a dejar de pagar su deuda a menos que se cumplieran demandas pol\u00edticas separadas. Durante el enfrentamiento de 2011, Estados Unidos estuvo peligrosamente cerca de un incumplimiento y el mercado de valores tuvo su mayor ca\u00edda desde la crisis financiera de 2008. La agencia calificadora Standard &amp; Poor&#039;s rebaj\u00f3 la calificaci\u00f3n crediticia de EE.UU. por primera vez en la historia.<\/p>\n<p>La idea de que el presidente aumente el techo de la deuda, sujeto a un voto de desaprobaci\u00f3n del Congreso, fue propuesta originalmente por el entonces l\u00edder de la minor\u00eda, Mitch McConnell, en 2012.<\/p>\n<blockquote>\n<p>\u201cEl incumplimiento de pago de la deuda ser\u00eda un desastre para nuestra econom\u00eda, y es exactamente por eso que debemos asegurarnos de que nunca suceda\u201d, dijo Merkley. \u201cEl uso del techo de la deuda como reh\u00e9n pol\u00edtico nos ha llevado m\u00e1s cerca que nunca del incumplimiento. Eso es exactamente lo que hace la Ley Proteger nuestro CR\u00c9DITO\u201d.<\/p>\n<\/blockquote>\n<p>\u201cJugar juegos pol\u00edticos con el techo de la deuda ya ha da\u00f1ado nuestra econom\u00eda y nuestra calificaci\u00f3n crediticia\u201d, dijo Kaine. \u201cEste proyecto de ley conserva la participaci\u00f3n del Congreso en el establecimiento de un l\u00edmite de deuda para los Estados Unidos mientras protege a los estadounidenses de la amenaza de incumplimiento\u201d.<\/p>\n<p>La Ley Proteja nuestro CR\u00c9DITO reformar\u00eda el proceso de aumento del techo de la deuda al realizar los siguientes cambios:<\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times;\">La Ley Proteja nuestro CR\u00c9DITO requiere que el Presidente inicie un proceso, antes del comienzo del a\u00f1o fiscal, para determinar la cantidad de deuda necesaria para ese a\u00f1o y proponer un nuevo l\u00edmite de deuda basado en la cantidad de gastos autorizados y asignados por el Congreso.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times;\">El tope de la deuda se elevar\u00eda al l\u00edmite propuesto a menos que, dentro de los 15 d\u00edas legislativos, el Congreso apruebe y el Presidente firme una resoluci\u00f3n conjunta de desaprobaci\u00f3n.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times;\">Si, durante el a\u00f1o, la deuda federal se acerca a $250 mil millones del l\u00edmite, el Presidente deber\u00e1 presentar otra certificaci\u00f3n por escrito, explicando qu\u00e9 impuls\u00f3 la necesidad de deuda adicional y proponiendo un nuevo l\u00edmite de deuda para el resto del a\u00f1o fiscal, sujeto a la mismo proceso de desaprobaci\u00f3n del Congreso.<\/span><\/li>\n<\/ul>","protected":false},"excerpt":{"rendered":"<p>WASHINGTON, D.C. &ndash; As another debt ceiling showdown approaches, Oregon&rsquo;s Senator Jeff Merkley and Virginia&rsquo;s Senator Tim Kaine today introduced new legislation aimed at ending Congress&rsquo; abuse of the debt ceiling as a political hostage.
