Veo nuestra responsabilidad y misi\u00f3n como legisladores, y el prop\u00f3sito central de nuestra Constituci\u00f3n, como garantizar que los ni\u00f1os tengan espacios seguros, est\u00f3magos llenos y buena salud.<\/span><\/p>\n<p><span>Por eso me indigna que la mayor\u00eda en el Congreso se haya negado a actuar para renovar el Programa de Seguro M\u00e9dico para Ni\u00f1os, com\u00fanmente conocido como CHIP.<\/span><\/p>\n<p><span>Durante 20 a\u00f1os, el programa, con un fuerte apoyo bipartidista, se ha asegurado de que ning\u00fan ni\u00f1o caiga en las grietas de nuestro sistema de atenci\u00f3n m\u00e9dica. Brinda a los estados fondos para cubrir los gastos de atenci\u00f3n m\u00e9dica de los ni\u00f1os cuyas familias tienen ingresos demasiado altos para calificar para Medicaid, pero demasiado bajos para pagar una costosa cobertura privada.<\/span><\/p>\n<p><span>El programa CHIP de Oregon, llamado Oregon Healthy Kids, ayud\u00f3 el a\u00f1o pasado a m\u00e1s de 140,000 ni\u00f1os de Oregon a acceder a la atenci\u00f3n m\u00e9dica. Gracias a CHIP, 779 ni\u00f1os del condado de Wasco, es decir, el 13 por ciento de los ni\u00f1os del condado, este a\u00f1o han podido acceder a chequeos, inmunizaciones, atenci\u00f3n dental, visitas al m\u00e9dico y otros servicios importantes de atenci\u00f3n m\u00e9dica.<\/span><\/p>\n<p><span>Los fondos para CHIP vencieron el 30 de septiembre de 2017 porque el Congreso no extendi\u00f3 los fondos para el programa.<\/span><\/p>\n<p><span>Todos los estados de Estados Unidos, 50 de los 50 estados, tienen un programa CHIP. Oreg\u00f3n, junto con otros cinco estados, se quedar\u00e1 sin dinero de CHIP este mes. Otros 25 estados se quedar\u00e1n sin dinero de CHIP en los primeros tres meses de 2018.<\/span><\/p>\n<p><span>Es completamente inaceptable que la mayor\u00eda del Congreso haya permitido que CHIP expire, y es a\u00fan m\u00e1s escandaloso que hayan esperado 87 d\u00edas y contando para volver a autorizarlo.<\/span><\/p>\n<p><span>En este momento hay un proyecto de ley bipartidista listo y esperando ser llevado al pleno del Senado. Extender\u00eda el Programa de Seguro M\u00e9dico para Ni\u00f1os hasta 2022. Fue aprobado por el Comit\u00e9 de Finanzas con apoyo un\u00e1nime. El Senado podr\u00eda tomar ese proyecto de ley ahora mismo y aprobarlo. Entonces, \u00bfcu\u00e1l es el retraso? \u00bfPor qu\u00e9 se interrumpe el cuidado de la salud de nuestros ni\u00f1os?<\/span><\/p>\n<p><span>La respuesta me hace hervir la sangre: es un pe\u00f3n en maquinaciones pol\u00edticas c\u00ednicas. El liderazgo de la mayor\u00eda en el Congreso est\u00e1 utilizando la salud y el bienestar de cientos de ni\u00f1os en el condado de Wasco y nueve millones de ni\u00f1os en todo el pa\u00eds como moneda de cambio. En lugar de aceptar este proyecto de ley bipartidista, lo toman como reh\u00e9n para tratar de obtener concesiones en las negociaciones presupuestarias. Lo m\u00e1ximo que la mayor\u00eda est\u00e1 dispuesta a dar a nuestros hijos es una m\u00edsera extensi\u00f3n de tres meses del programa que se incluy\u00f3 en un proyecto de ley de asignaciones continuas. Tres meses es inaceptable; necesitamos crear estabilidad y confiabilidad para nuestros hijos reautorizando este programa en los a\u00f1os venideros.<\/span><\/p>\n<p><span>Las vacaciones est\u00e1n sobre nosotros, y ning\u00fan padre debe preocuparse en esta \u00e9poca del a\u00f1o de que una enfermedad o lesi\u00f3n pueda poner en peligro la vida de su hijo o las finanzas de la familia. Insto a mis colegas del Senado a ambos lados del pasillo a que prioricen con urgencia cuestiones que son esenciales para la gente que trabaja, como garantizar que los ni\u00f1os que dependen de CHIP puedan seguir recibiendo la atenci\u00f3n que necesitan.<\/span><\/p>\n<p><span>No veo ninguna raz\u00f3n por la que no podamos estar de acuerdo en que proteger la atenci\u00f3n m\u00e9dica de nueve millones de ni\u00f1os en todo el pa\u00eds es una prioridad absoluta. Esa es nuestra responsabilidad. Esa debe ser nuestra misi\u00f3n. Debemos hacerlo.
