{"id":4885,"date":"2017-09-07T09:38:00","date_gmt":"2017-09-07T13:38:00","guid":{"rendered":"https:\/\/www.merkley.senate.gov\/senate-panel-votes-to-fund-un-climate-agency\/"},"modified":"2023-07-24T11:08:43","modified_gmt":"2023-07-24T15:08:43","slug":"senate-panel-votes-to-fund-un-climate-agency","status":"publish","type":"post","link":"https:\/\/www.merkley.senate.gov\/es\/senate-panel-votes-to-fund-un-climate-agency\/","title":{"rendered":"Panel del Senado vota para financiar la agencia clim\u00e1tica de la ONU"},"content":{"rendered":"<p>A Senate committee voted Thursday to contribute $10 million to the United Nations&rsquo; climate change agency.<\/p>\n<p>The Senate Appropriations Committee voted 16 to 14 to approve an amendment by Sen.&nbsp;<span class=\"rollover-people\" data-behavior=\"rolloverpeople\"><a class=\"rollover-people-link\" data-nid=\"188283\" href=\"http:\/\/thehill.com\/people\/jeff-merkley\">Jeff Merkley<\/a><\/span>&nbsp;(D-Ore.) to restore funding for the U.N.&rsquo;s Framework Convention on Climate Change in the State Department appropriations bill.<\/p>\n<p>The payments that the United States had made annually since joining the convention in 1992 had been slated to be eliminated.<\/p>\n<p><span>Merkley said at the committee meeting Thursday to vote on the bill that the amendment &ldquo;fits in with Secretary [Rex] Tillerson&rsquo;s desire that we both continue to monitor the changes in the world&rsquo;s climate and that we keep a seat at the table.&rdquo;<\/span><\/p>\n<p>Sen.&nbsp;<span class=\"rollover-people\" data-behavior=\"rolloverpeople\"><a class=\"rollover-people-link\" data-nid=\"188242\" href=\"http:\/\/thehill.com\/people\/dianne-feinstein\">Dianne Feinstein<\/a><\/span>&nbsp;(D-Calif.) also spoke in support&nbsp;of the amendment.<\/p>\n<p>&ldquo;This is important,&rdquo; she said. &ldquo;You know, the world&rsquo;s at risk.&rdquo;<\/p>\n<p>The U.N. agency is responsible for international climate agreements like the Kyoto Protocol and the Paris Agreement. The United States never joined Kyoto, and President Trump&nbsp;<a href=\"http:\/\/thehill.com\/policy\/energy-environment\/335955-trump-pulls-us-out-of-paris-climate-deal\">pledged earlier this year<\/a>&nbsp;to pull out of Paris.<\/p>\n<p>Trump called for an end to U.N. climate funding in his first budget proposal earlier this year. Office of Management and Budget Director&nbsp;<span class=\"rollover-people\" data-behavior=\"rolloverpeople\"><a class=\"rollover-people-link\" data-nid=\"187873\" href=\"http:\/\/thehill.com\/people\/mick-mulvaney\">Mick Mulvaney<\/a><\/span>&nbsp;called that and other climate change funding wasteful.<\/p>\n<p>&ldquo;As to climate change, I think the president was fairly straightforward &mdash; we&#8217;re not spending money on that anymore; we consider that to be a waste of your money to go out and do that,&rdquo; Mulvaney said.<\/p>\n<p>The House&rsquo;s version of the State funding bill does not fund the U.N. climate agency, so the two chambers will have to negotiate regarding the final outcome.<\/p>\n<p>All of the Senate Appropriations Committee&rsquo;s Democrats voted for the Merkley amendment except Sen.&nbsp;<span class=\"rollover-people\" data-behavior=\"rolloverpeople\"><a class=\"rollover-people-link\" data-nid=\"188276\" href=\"http:\/\/thehill.com\/people\/joe-manchin\">Joe Manchin<\/a><\/span>&nbsp;(W.Va.). They were joined by Republican Sens.&nbsp;<span class=\"rollover-people\" data-behavior=\"rolloverpeople\"><a class=\"rollover-people-link\" data-nid=\"188199\" href=\"http:\/\/thehill.com\/people\/lamar-alexander\">Lamar Alexander<\/a><\/span>&nbsp;(Tenn.) and&nbsp;<span class=\"rollover-people\" data-behavior=\"rolloverpeople\"><a class=\"rollover-people-link\" data-nid=\"188229\" href=\"http:\/\/origin-nyi.thehill.com\/people\/susan-collins\">Susan Collins<\/a><\/span>&nbsp;(Maine).
