El proceso que lo produjo es una verg\u00fcenza para el Senado de los Estados Unidos. Peor a\u00fan, compart\u00eda el mismo problema fundamental que los planes anteriores: no importa de qu\u00e9 manera lo mires, millones de estadounidenses perder\u00edan la atenci\u00f3n m\u00e9dica.
