Circuit Court of Appeals, Robert Wilkins. In recent weeks, the Republican minority has also filibustered the nominations of Mel Watt to head the Federal Housing Finance Agency as well as both Patricia Millett and Cornelia Pillard to sit on the D.C. Circuit Court of Appeals.&nbsp;<\/p>\n<blockquote>\n<p>&ldquo;When will we say enough is enough? Repeatedly over the past month, a minority of Senators has blocked qualified nominees by abusing the Senate rules.
