Los fallos de la Corte pueden incluir interpretaciones sustantivas de la ley que pueden ser bastante diferentes de una lectura simple de la ley aprobada por el Congreso, y tales interpretaciones pueden ser tan influyentes para determinar el alcance de la autoridad de vigilancia del gobierno como el lenguaje legal.
