Le escribo para expresar mi firme apoyo al anuncio de su Administraci\u00f3n de que Estados Unidos completar\u00e1 su transici\u00f3n de importantes operaciones de combate en Afganist\u00e1n a una \u201cfunci\u00f3n de capacitaci\u00f3n, asesoramiento y asistencia\u201d a mediados o finales de 2013.<\/p>\n
Si bien entiendo que existen dudas en torno al cronograma de la OTAN despu\u00e9s de estos comentarios, les insto no s\u00f3lo a que los respalden sino a que consideren todas las opciones posibles para acelerar el proceso de poner fin a la guerra en Afganist\u00e1n.<\/p>\n
Hemos logrado nuestros principales objetivos originales en Afganist\u00e1n. Hemos destruido los campos de entrenamiento de Al Qaeda y hemos llevado ante la justicia a los responsables de los ataques del 11 de septiembre. Por otra parte, la estrategia de construcci\u00f3n de una naci\u00f3n que adoptamos m\u00e1s tarde sigue enfrentando enormes obst\u00e1culos y consume una enorme proporci\u00f3n de recursos militares y econ\u00f3micos. Adem\u00e1s, no hay pruebas de que la ampliaci\u00f3n del papel de combate de Estados Unidos hasta 2014 pueda afectar materialmente los objetivos declarados de dejar un ej\u00e9rcito afgano capaz de proteger el pa\u00eds y de desarrollar un gobierno central capaz de prestar servicios y de infundir el respeto y la lealtad del pueblo. Pueblo afgano. Simplemente hay demasiadas variables clave fuera del control de las fuerzas de combate estadounidenses. <\/p>\n
De hecho, la \u00faltima Estimaci\u00f3n de Inteligencia Nacional publicada el mes pasado arroja dudas sobre las afirmaciones de un proceso significativo en la estrategia de construcci\u00f3n de la naci\u00f3n. Como lo expres\u00f3 Los Angeles Times, la Estimaci\u00f3n de Inteligencia postul\u00f3 que cualquier \u201cganancia no fue suficiente para reforzar al d\u00e9bil gobierno central en Kabul, no ha disminuido la voluntad de los talibanes de seguir luchando y no ha infundido confianza entre los afganos en gran parte de el pa\u00eds."<\/p>\n
Habiendo logrado los objetivos clave originales de nuestra estrategia en Afganist\u00e1n, es hora de poner fin a esta guerra. En lugar de ello, deber\u00edamos comprometer nuestros recursos de seguridad nacional a una estrategia para enfrentar las amenazas terroristas dondequiera que residan.
