{"id":6612,"date":"2010-11-24T11:53:00","date_gmt":"2010-11-24T16:53:00","guid":{"rendered":"https:\/\/www.merkley.senate.gov\/talking-about-the-filibuster\/"},"modified":"2023-07-24T11:11:05","modified_gmt":"2023-07-24T15:11:05","slug":"talking-about-the-filibuster","status":"publish","type":"post","link":"https:\/\/www.merkley.senate.gov\/es\/talking-about-the-filibuster\/","title":{"rendered":"Hablando del obstruccionismo"},"content":{"rendered":"<p>Y con eso, el h\u00e9roe cinematogr\u00e1fico de Frank Capra lanz\u00f3 el obstruccionismo que salv\u00f3 el campamento de verano de los Boy Rangers para los buenos al convertir un procedimiento parlamentario poco utilizado en un arma para derrotar al cinismo, la corrupci\u00f3n y la codicia. <\/p>\n<p>En la vida real, es el Senado de los Estados Unidos el que necesita una buena charla sobre su constante descenso hacia el estancamiento que pr\u00e1cticamente ha puesto fin al debate libre y completo en el Capitolio. El obstruccionismo se ha convertido en la t\u00e1ctica preferida, en los \u00faltimos a\u00f1os, para desviar la legislaci\u00f3n sustantiva y los nombramientos para puestos del poder ejecutivo y los tribunales. Y, para no ser demasiado dram\u00e1tico, el senador Jeff Merkley, el nuevo dem\u00f3crata de Oreg\u00f3n, puede ser uno de los senadores que puede ayudar a impulsar reformas para evitar que el Senado se hunda a\u00fan m\u00e1s en la disfunci\u00f3n. <\/p>\n<p>La idea del obstruccionismo, por supuesto, era proteger a los senadores en minor\u00eda de la tiran\u00eda de la mayor\u00eda permitiendo que uno de ellos tomara la palabra y hablara hasta que, seg\u00fan las reglas actuales, se pudiera reunir una mayor\u00eda de tres quintos para invocar la clausura. \u2013 la palabra cort\u00e9s para decirles que se callen, dejen el asunto y dejen que el Senado siga con sus asuntos. <\/p>\n<p>De este modo, un solo senador (o un peque\u00f1o grupo de ellos) podr\u00eda hacer descarrilar la legislaci\u00f3n.
