El Ley MONARCA<\/em> proporcionar\u00eda protecciones urgentes para la mariposa monarca occidental en apuros, una mariposa ic\u00f3nica e importante cuya poblaci\u00f3n se ha reducido en 99% desde la d\u00e9cada de 1980.
