En vez de cumplir un sue\u00f1o y aportar<br \/>\npara un futuro financiero seguro, las hipotecas de viviendas se han convertido con demasiada frecuencia en un cheque para<br \/>\ndespojar de la riqueza a los trabajadores estadounidenses.<\/p>\n<p class=\"MsoNormal\">Estos dos proyectos de ley, la Ley de Transparencia para los Propietarios, S.<br \/>\n911, y la Ley de Promoci\u00f3n de la Responsabilidad Hipotecaria, S. 912, pondr\u00e1 fin a<br \/>\npr\u00e1cticas hipotecarias enga\u00f1osas e injustas que desempe\u00f1aron un papel fundamental en el enga\u00f1o<br \/>\nfamilias estadounidenses a aceptar hipotecas riesgosas e insostenibles.<\/p>\n<p class=\"MsoNormal\">Dos factores clave atrajeron a las familias a estas hipotecas que<br \/>\nallan\u00f3 el camino para esta recesi\u00f3n. Primero, dirigir los pagos.<\/p>\n<p class=\"MsoNormal\">Los pagos directos se pagaron a los corredores que atrajeron<br \/>\npropietarios desprevenidos en hipotecas enga\u00f1osas y costosas. estos secretos<br \/>\nlos pagos de bonificaci\u00f3n, a menudo llamados primas de margen de rendimiento, convirtieron las hipotecas de viviendas en<br \/>\nuna estafa. Pago por adelantado<br \/>\nLas sanciones a\u00f1adieron sal a la herida. Despu\u00e9s de que los propietarios se dieran cuenta de que hab\u00edan sido<br \/>\nconducidos a una hipoteca insostenible, pronto descubrieron que una gran<br \/>\nla multa por pago anticipado hizo que les resultara demasiado costoso refinanciar a un<br \/>\npr\u00e9stamo asequible. Estaban encerrados en ese primer pr\u00e9stamo destructivo que no<br \/>\nentender completamente cuando fue presentado.<\/p>\n<p class=\"MsoNormal\">Esta estafa ha tenido un impacto tremendo. Un estudio para el Muro<br \/>\nStreet Journal encontr\u00f3 que el 61 por ciento de los pr\u00e9stamos de alto riesgo que se originaron en<br \/>\n2006 \u2013es decir, el 61 por ciento que se origin\u00f3 en 2006\u2013 fue para familias que<br \/>\ncalificado para pr\u00e9stamos preferenciales. El Times concluy\u00f3 que:<\/p>\n<p class=\"MsoNormal\">\u201cEl primer paso debe ser prohibir los sobornos que los prestamistas<br \/>\npagar a los corredores por llevar a los clientes a pr\u00e9stamos m\u00e1s costosos\u201d.<\/p>\n<p class=\"MsoNormal\">El editorial continu\u00f3 diciendo que:<\/p>\n<p class=\"MsoNormal\">\u201cLa forma de pago m\u00e1s claramente poco \u00e9tica es la llamada<br \/>\nprima de margen de rendimiento\u201d.<\/p>\n<p class=\"MsoNormal\">Mis amigos, es dif\u00edcil exagerar el da\u00f1o que ha<br \/>\nsido hecho por estas pr\u00e1cticas. Se estima que 20,000 familias de Oreg\u00f3n perder\u00e1n<br \/>\nsus casas a ejecuci\u00f3n hipotecaria en 2009. A nivel nacional, aproximadamente 2 millones de familias<br \/>\nperder\u00e1n sus hogares este a\u00f1o. Y el total de familias embargadas es<br \/>\nse prev\u00e9 que alcance los 9 millones en 2012.<\/p>\n<p class=\"MsoNormal\">Las soluciones legislativas que propongo son muy sencillas. El<br \/>\nproyectos de ley que estoy presentando hoy garantizar\u00e1n que estas pr\u00e1cticas no vuelvan a perseguir a los<br \/>\nnegocio hipotecario en Estados Unidos. Primero, termina la Ley de Transparencia para los Propietarios<br \/>\nlos pagos de direcci\u00f3n secretos a los prestamistas que llevan a los propietarios a enga\u00f1osas<br \/>\nhipotecas que no pueden pagar a largo plazo.
