Merkley&rsquo;s bill, co-sponsored by Senator Ron Wyden,<br \/>\nwould establish a Task Force to determine the best way to provide counties with<br \/>\na dependable source of revenue after the current county payments program<br \/>\nexpires.<\/p>\n<blockquote>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">&ldquo;I promised last year that county payments would be the<br \/>\nsubject of my first bill because addressing this issue is essential to the<br \/>\nlong-term success of Oregon&rsquo;s rural counties,&rdquo; said Merkley.  &ldquo;Thanks to the<br \/>\nhard work of Senator Wyden and our congressional delegation, payments are in<br \/>\nplace for the next two years.  But we need to start preparing for what happens<br \/>\nnext.&rdquo;<\/span><\/p>\n<\/blockquote>\n<p class=\"MsoNormal\">[<a href=\"http:\/\/demradio.senate.gov\/actualities\/merkley\/merkley090427.mp3\">Audio of<br \/>\nSenator Merkley&rsquo;s comments is available here<\/a>.]<\/p>\n<p class=\"MsoNormal\">Merkley&rsquo;s legislation, the Sustainable Revenue for Oregon<br \/>\nCounties Act of 2009, establishes a 15 member Task Force to develop specific<br \/>\nproposals for long-term, stable revenue for Oregon counties.  The task force<br \/>\nwould include representatives from affected counties, the timber industry,<br \/>\nenvironmental organizations, Native American tribes, organized labor, and the<br \/>\ngovernor&rsquo;s office as well as recognized experts in fields including natural<br \/>\nresource economics, sustainable forestry and biodiversity and habitat<br \/>\nmanagement.  The Task Force would be required to take public comments into<br \/>\nconsideration and report on those comments in their final findings.<\/p>\n<p class=\"MsoNormal\">Nine months after the bill is passed, the Task Force will<br \/>\nrecommend at least two proposals to provide long-term budget stability for<br \/>\ntimber counties.  To ensure consensus, the plans will have to be endorsed by at<br \/>\nleast three-fifths of the members of the Task Force.  Congress will then be<br \/>\nrequired to hold hearings on the recommended proposals.<\/p>\n<p class=\"MsoNormal\">\n<blockquote>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">&ldquo;Some might wonder why, only a few short months after<br \/>\nCongress passed my county payments legislation, we are working on legislation<br \/>\nonce again.  But the reality is that the four additional years of county<br \/>\npayments we just enacted will pass very quickly, and Jeff is showing enormous<br \/>\nleadership by beginning the hard work now to take on the difficult challenges<br \/>\nahead.  It is great to have a son of Douglas County as a partner in fighting for<br \/>\ncounty payments,&rdquo; said Senator Wyden.<\/span><\/p>\n<\/blockquote>\n<blockquote>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">&ldquo;I applaud Sen. Merkley for his work on this legislation.<br \/>\nIt&rsquo;s crucial for our counties that we get a head start on this issue,&rdquo; said Joe<br \/>\nLaurance, Douglas County Commissioner.<\/span><\/p>\n<\/blockquote>\n<blockquote>\n<p class=\"MsoNormal\"><span style=\"font-size: small;\">&ldquo;Letting county payments end after 2011 would leave gaping<br \/>\nholes in county budgets.  We can&rsquo;t let that happen,&rdquo; said Merkley.  &ldquo;What my<br \/>\nbill does is bring together all of the key parties to figure out what the future<br \/>\nshould look like.&rdquo;<\/span><\/p>\n<\/blockquote>\n<p class=\"MsoNormal\">Last month, Senators Merkley and Wyden successfully pushed<br \/>\nfor the inclusion of a county payments reserve fund in the Senate version of the<br \/>\nfederal budget.  That move will help clear procedural hurdles for consideration<br \/>\nof any legislation dealing with county payments, including the bill Merkley<br \/>\nintroduced today.
